Hurricane Francine strengthen into a Category 2 storm with 85 mph winds. Forecasters say 10-12 inches of rain could fall across Louisiana and Mississippi with a storm surge up to 10 feet. Tornadoes could spin across the southern panhandle including in Alabama and Florida. A state of emergency is declared.
