Tropical Storm Debby dumped huge amounts of rain over the last few days causing flooding in several states and the storm has claimed the lives of at least five people. Forecasters say Debby will make a second landfall tonight and could drop over 15 inches of rainfall which will likely result in flash flooding as she moves up the Eastern Seaboard.
